Should VA ID Badges Be Fully Visible?

TOPIC: Far too many VA employees wear their ID badges back-side forward, partially or fully covered by other items, and even upside down, making them unreadable by vets who want to memorize a name for complaint or compliment.

QUESTION 1/1: Should the VA enforce its already-existing policy directing all VA employees to wear their ID badges front-forward, un-obscured and right-side-up so that ID badges are clearly readable by everyone?
