Should the Global War On Terror Service Medal Be Authorized To Everyone In Uniform?

TOPIC: President George W. Bush often compares the global War On Terror to World War II. During WW2 everyone in uniform, regardless of rank or where they served, was authorized the WW2 Victory Medal. But the GWSM is restricted to servicepersonnel who served in a named anti-terror Operation even though everyone in the military functions in support of the global war on terror.
