Should All Military Detainees Be Awarded The POW Medal?

TOPIC: Some Americans feel that any military person, while performing assigned and legal military duties, who is arrested and involuntarily detained by a foreign nation, excluding circumstances alleging criminal violation of local law, should be eligible for Prisoner of War status and be awarded the POW medal even if no state of military hostility or conflict exists. Other Americans feel the traditional status of a POW, those captured and detained during a state of war or military conflict, should be strictly maintained.
