Should the Secretary of State, Ms. Hilary Clinton, submit a formal request to the Presidents of Iraq and Afghanistan to establish Presidential Unit Citation awards?


TOPIC: In deep and sincere appreciation for the military assistance provided to their nations by American military servicepersonnel, the Presidents of South Korea and South Vietnam established Presidential Unit Citations awards. After eight years of American military assistance in Afghanistan, the President of Afghanistan has refused to attend any ceremony to show appreciation for his installment as President or for American military support to maintain his government. After six years of American military assistance in Iraq, the President of Iraq has refused to attend any ceremony to show appreciation for his installment as President or for American military support to maintain his government. It is the job of the Secretary of State to convince national leaders to display, express or demonstrate their appreciation for American military assistance.


QUESTION 1/2: Should the Secretary of State inform the Presidents of Afghanistan and Iraq that it would not only be appropriate but also required under precedent to establish Presidential Unit Citations to show their respect and appreciation for the sacrifices of United States military units and organizations serving within their borders to protect and defend their governments?
