After eight years of American military assistance in Afghanistan, the President of Afghanistan has refused to attend any ceremony to show appreciation for his installment as President or for American military support to maintain his government. After six years of American military assistance in Iraq, the President of Iraq has refused to attend any ceremony to show appreciation for his installment as President or for American military support to maintain his government. It is the job of the Secretary of State to convince national leaders to display, express or demonstrate their appreciation for American military assistance.
